Orange County

The Peninsula: review boards, slopes and horse properties

On the Palos Verdes Peninsula the paperwork is part of the painting job, because several of its cities control exterior appearance and some control the colour itself. Each of the four cities differs in a way that changes the estimate.

Palos Verdes Estates

Master-planned by Frederick Law Olmsted Jr. and laid out from 1923 under the Palos Verdes Protective Restrictions, the city still has the Palos Verdes Homes Association Art Jury, which reviews exterior changes. Under the original covenants the art jury regulated style, material and even colour and roof pitch, so a colour change is planned around its approval before work starts.

Rancho Palos Verdes

Hillside tracts sit on the Peninsula bluffs, and the Portuguese Bend area has a landslide history reaching back 250,000 years. In our view moving ground is a likely cause of cracked stucco and racked trim there, so crack repair often comes first.

Rolling Hills

A gated city on private roads with three entry gates, where homes are single-storey California ranch or Spanish hacienda style and are required to have white exterior paint. The colour is decided; the job is about the quality of the white and arranging gate access.

Rolling Hills Estates

Incorporated in 1957 on the north face of the Peninsula facing Torrance, with horse paths throughout and a Horse Overlay district. Barns, stalls and corral fencing often become a second scope beside the house.

The beach cities: salt air and small lots

In the beach cities the limits on a paint job are access and exposure: tight side yards shape the staging, and the marine layer and salt air shape the product choice and the start time each morning.

Manhattan Beach

Exposure changes block by block, from the Sand Section's walk streets beside the ocean to the Hill Section's view homes and the Tree Section inland. A historic preservation ordinance passed in 2016 lets owners of older cottages take Mills Act contracts, which makes facade-faithful repainting worth getting right.

Hermosa Beach

About 1.4 square miles of small lots and beach cottages along the Strand and the walk streets. Ladders and spray rigs have little room between houses, so we plan masking and staging lot by lot.

Redondo Beach

A Certified Local Government with two historic districts, including the Garnet district's Craftsman houses in wood clapboard with exposed beam ends. Near King Harbor and the Municipal Pier the walls take direct salt air, so washing comes before any coat.

Inland mid-century communities

Away from the bluffs and the sand, these three communities are dominated by late-1940s to 1960s homes, so their work looks much like Torrance's own post-war repaints, with a few local twists.

El Segundo

Named as the second Standard Oil refinery on the West Coast, today a Chevron refinery covering more than a quarter of the city, with Los Angeles International Airport on its northern boundary. Its residential district grew quickly before 1960, and we wash exteriors thoroughly there before coating.

Rossmoor

The one community we serve in Orange County: an unincorporated tract built from 1955 through 1961 by Ross W. Cortese and bordered by its red brick signature wall. It is served by the Rossmoor Community Services District rather than a city hall, and its uniform ranch houses make for a predictable repaint.

Ladera Heights

Unincorporated Los Angeles County beside the Baldwin Hills, split into Upper, Lower and Old Ladera. Old Ladera dates from the late 1940s, and 1960s custom homes by Valentine and Gallant, many designed by Robert Earl, bring sloped lots and wood detailing.

What each group asks of the paint and the prep

The three groups call for different product and prep decisions, and the estimate for a house in one group is written around those decisions rather than a standard package.

Peninsula homes

Large stucco walls, wrought iron and tile on Mediterranean and Spanish style houses face the marine layer on the bluffs. Where the ground has moved, an elastomeric coating over repaired cracks can be the better choice than a standard acrylic, and where the colour is fixed, as in Rolling Hills, the choice of white and sheen carries the whole look.

Beach cottages and infill homes

Older wood cottages sit beside large modern houses on the same block. The cottages need scraping, spot priming and patience with original trim, while the newer houses usually need washing, caulking and a clean repaint.

Inland ranch and custom homes

The post-war houses in Rossmoor, El Segundo and Old Ladera are old enough that original paint layers predate the 1978 lead ban, so sanding and scraping follow lead-safe work practices. Fascia, eaves and garage trim usually take more of the labour than the walls.

How travel and access affect an estimate

Working outside Torrance does not change how we price a painting job, but access does, and the estimate shows where it adds time. All ten places sit within roughly half an hour of Torrance City Hall in free-flowing traffic, so distance on its own is rarely the driver.

  • Staging on slopes and bluffs, where scaffold or extra ladder work replaces a simple setup.

Can you help with Art Jury approval in Palos Verdes Estates?

We prepare the colour samples and product information a submittal needs, and we schedule the painting after approval. The submittal itself is made by the homeowner through the association.

What colour must a Rolling Hills house be?

White. Rolling Hills requires white exterior paint, so the decisions are which white, which sheen and how the prep is done.

Does working near the beach change the paint you use?
