Art Jury approval before a color change

In Palos Verdes Estates, any project that modifies the exterior of a building, paint color included, needs review and approval from the Art Jury of the Palos Verdes Homes Association. That review is separate from any approval the City itself may require, so a new exterior color can face two sets of rules, and the Art Jury is the one written for paint.

The Homes Association and Art Jury date from 1923, are organized as a California non-profit, and still operate apart from the city government. They enforce the deed restrictions written when the town was planned, including building setbacks and the type of architecture allowed, and the jury itself is made up of local architects and engineers. Under the original covenants it reviewed style, material and details as small as color and the pitch of a roof.

How the submittal fits into the job

  • At the walk we ask whether the exterior color is changing or staying the same, because that decides whether anything goes to the jury at all.
  • For a change, sample patches go on your own wall, and each color name, maker and sheen is written down so your submittal describes exactly what will be applied.

Mediterranean Revival design, which flourished in California in the 1920s and 1930s, is defined by stuccoed walls, red tile roofs, arched windows and wood or wrought iron balconies with window grilles.
